I believe that water and soap, bleach and a good brush should do the trick.
If this fails, try rubbing compound for cars.
I have a boat that spends the summer in a lake, which develops some serious green spots each year. I use an acidic cleaner made from the marina. It works very well with minimal Elbow Grease. Browse nearby marina or boat dealer.
